June 29, 2010: the FCC released new narrowbanding dates and rulings!
The FCC has extended the deadline for all VHF/UHF Band licensees to move from 25 kHz capable equipment to 12.5 kHz technology from January 1, 2011 to January 1, 2013.
Ruth Milkman, Chief of the FCC’s Wireless Telecommunications Bureau, said, “Although the Commission took action to eliminate certain interim compliance deadlines related to the use of antiquated radios and other equipment in these lower bands, it is essential for all band-users to continue forward with this transition so that they can maximize the use of their narrowband communications. We envision that voice network capacity could eventually quadruple, enabling users, including public safety agencies in particular, to take full advantage of the capabilities of existing technologies to provide high-quality narrowband voice communications in these lower spectrum bands.”
The Commission also granted a temporary waiver of Section 90.203(j)(4) that allows the manufacture or import of equipment operating in the 25 kHz mode to January 1, 2013. However, the Commission declined to change the deadline of January 1, 2011 for seeking new or expanded 25 kHz operations and for certifying new types of 25 kHz capable equipment. Lastly, the Commission waived until January 1, 2013 the deadline for certifying equipment that is not capable of operating in 6.25 kHz mode.
How do these rulings affect you?
| a) |
You are required to use 12.5 kHz equipment and to modify your FCC license by January 1, 2013. In order to have this process completed prior to the deadline date, you should start the process by July 1, 2012 at the latest if you have not done so already.

| b) |
Manufacturers will be able to import 25 kHz radios up to December 31, 2012, rather than December 31, 2010. |
| c) |
You cannot expand your authorized contour, modify your license or obtain a new FCC license for 25 kHz operations after January 1, 2011. |
In other words, if your equipment is not capable of operating in the 12.5 kHz band, you must purchase new equipment. If your equipment is capable of operating in the 12.5 kHz band, you must reprogram your equipment to 12.5 kHz operation. In both cases, you must modify your FCC license to operate in the 12.5 kHz band.

Deadlines for Public Safety and Commercial Licensees in
the 150-174 and 421-512 MHz Bands

Washington, D.C. –– The Federal Communications
Commission (FCC) this week took action to eliminate
certain interim Narrowbanding deadlines for public
safety and commercial licensees in the 150-174 MHz
and 421-512 MHz Bands (VHF/UHF Bands). This
action will ease the transition for licensees in
these bands who are required to migrate their
land mobile radio systems from 25 kHz bandwidth
channels to 12.5 kHz bandwidth channels by
January 1, 2013 in order to help reduce congestion,
improve communications, and increase user
access to the spectrum.
